烏拉圭准銷大麻　全球首例

【李寧怡／綜合外電報導】烏拉圭國會10日通過大麻產銷合法化法案，料總統穆西卡將迅速簽署，讓這個人口僅330萬的南美小國成為全球第1個允許種植、銷售與使用大麻的國家。

烏拉圭有8％的人口固定用大麻，新法預計明年4月中實施，年滿18歲就可向政府登記，每月可購買限量大麻。支持者期盼用合法產銷制度對付難以遏阻的大麻走私，但反對者憂心此法會增加吸大麻人口，危害國民健康。
