馬英九總統預定將在8月訪問加勒比海友邦「三聖」及巴拉圭，夫人周美青不隨行。規劃過境紐約是任內首次，是行程「亮點」。馬總統還趕在出國前去捐血，否則返國又要坐「血監」。
總統府擬於今（29）日下午召開記者會，宣布馬總統出訪行程。
總統預定於8月11日出發，訪問克里斯多福、聖露西亞及聖文森3友邦，並參加巴拉圭新任總統卡提斯（Horacio Cartes）就職典禮、順訪海地。
由於馬政府在外交上採取低調、零意外的務實原則，台美關係穩定，美方除了同意馬總統過境紐約、洛杉磯外，重返母校紐約大學、會晤智庫也在行程規劃之列；但府方、外交部基於台美互信，堅持不預先透露過境美國行程細節。
回顧2011年時任副總統蕭萬長出訪巴拉圭時，除順訪巴拿馬外，回程時停留日本大阪機場貴賓室與日本交流協會理事長白田中篤晤談；2012年副總統吳敦義出訪中南美洲時，也曾在回程時於大阪停留，在東海情勢複雜之下，不作這樣的規劃。 (接下一頁)
