澎湖縣政府教育處推動「教育111」，發展一校一特色、一生一專長及一個不能少獎勵計畫，邀請國立台北教育大學、臺南大學擔任評審委員，藉由指標認證，發揮各校優勢特色，計畫3年內，全縣40所小學達成特色學校目標。

教育處長鄭嘉薇說，澎湖縣除了以海洋教育聞名的風櫃國小、中興和文澳國小的英語村，及推動書法教學的龍門、東衛、後寮、合橫、將軍、七美、花嶼等國小以外，還有許多獨具特色的學校。
