示範區審查還卡在程序 藍綠相持不下

藍綠雙方就自由經濟示範區特別條例審查程序問題爭執不下，民進黨多位立委質疑，國民黨召委黃昭順限制逐條審查發言時間與次數，將影響審查內容與品質，並表示這完全不合議事規則，過去逐條審查也從未限制發言時間與次數。

民進黨將提出朝野協商版本，希望今後審查一切依照議事規則，舉凡程序問題、權宜問題、會議問題等之發言時間與次數，皆不予限制，同時亦不強定截止發言時間。相對應之，討論動議非必要時，亦不提出，彼此互信、互相尊重，讓本條例能在委員會充分發言討論、辯證。
